With reference to Your Lordship's despatch

No.107 of the 31st March, 1920, on the subject of the inter-

pretation of the Pension Rules as regards gross and net

service for pension, I have the honour to suggest for your

consideration that a pension of less than 25 per cent of an

officer's salary is not likely to afford a bare subsistence

and that, therefore, if an officer has ten years' gross

service he might be granted a pension equal to fifteen-

sixtieths of his salary without regard to the fact that his

net service is less than ten years.
